Large sterling Salt/Pepper shakers missing City and Maker Marks?

Would that be highly unusual?
This is a set of 4 large salt pepper shakers. These just have 3 marks on them.
1. The Lion with the curly tail for Sterling.
2. Then a date mark which is either 1797 or 1877.
3. Then a duty mark of King George III which narrows the date option down to the date of 1797.

Just wondering how normal it is though to be missing the city and maker marks.

Here is the only thing i could find elsewhere on the forum -

"Small items assayed at London at this period are deliberately missing the town mark. This was a measure to to prevent the marks being removed from smaller items and being transposed into larger pieces."

This is the very reason we insist on having images of the marks:



They are pseudo marks, likely colonial.

I'll move the topic to the Provincial & Colonial Marks section of the forum to see if anyone recognises them.
