Possibly Provincial Could Be Colonial

I cannot find any other stamps on this spoon, only the "IS" which it might be, perhaps?
Is it the "IC" of Johannes Combrink of Cape Town?
Now It looks like an "IC" and not an "IS" and I have seen spoons with a bright-cut design by Johannes Combrink.
