Provincial Teaspoon?

Hi team,

Just wondering if anyone had any thoughts on this little teaspoon. I'm not even sure which way the hallmarks go...could be TI or IL struck three times (i'll post it both ways).

I'll try in the daylight tomorrow. For some reason, my camera wasn't doing its best!

Sorry, I tried, they are much smaller than normal makers marks, so this is the best I can currently do.
