IB - Provincial / Colonial Mark? on Marrow Scoop

Hi,
Can anyone shed any light on these marks on a marrow scoop: 'IB' - ? - 'Q' - Thistle?

Afraid to say I suspect it may be electroplate. Can't trace the marks but there was a Johnathan Bell of Sheffield registered in Montague Street 1864-1878 who's mark is untraced, and a James Bell working for a short time in the early 1880's who also has no researched mark.

They do look quite a lot like Victorian plate marks to me.
