Waiter Scotish Provincial or European

Has anyone seen hallmarks like this. It has possibly been re shaped from an earlier piece.
I can not find marks like it in Jackson. It has been dated C1790-1800.

Indian Colonial rather than Scottish. Hippolitus Poignand.
