Indian Colonial salt spoon? - E.H & Co?

Please forgive me if this is posted in the wrong forum (feel sure it will be moved if appropriate), but thought that the British members might have better access to a Wilkinson book. Suspect this is an Anglo-Indian piece, has an amethyst colored set for the thistle blossom, mark appears to be E.H & Co. Thanks in advance for any assistance.

Just to open up the possibilities, it may well be Indian Colonial, but there is some chance that it could be a very late Scottish provincial, Australian or New Zealand piece.

With the thistle motif, Scotland was the first place to come to mind, and I'd also made a note considering Australia - but something about the marks and engraving just made me lean toward Indian. It's a sweet little piece regardless of its origin.
