Assuming the around 1770 date, I think that the IL mark is going to be difficult to put to a specific maker. The I central dot L could be one of
John Laughlan, Senior., John Lloyd, Senior., or John Locker. may be others.
There is an IL in a shaped mark attributed to a John Laughlan but does not have the central dot
