Duty Mark on spoon

I have 2 spoons with marks I believe I have correctly identified, but I am confused by the duty mark with the monarch facing left, as I thought Kings faced right. I believe the maker was Joshua Buckton (letters IB); the spoon was made in 1804 (letter H) and assayed in Dublin.
Who is represented in the duty mark?

Welcome to the Forum.

Your spoons were assayed at Dublin in 1828. The maker was James Brady, the Duty mark represents the head of George IV.

Items assayed at Dublin in 1804 would not be struck with a Duty mark, that was not applied there until 1807.

And to answer your question about the direction in which George IV is facing: this follows the system used in coinage where succeeding monarchs are depicted facing the other way to their predecessors. Strangely none of the other assay offices followed this convention for the George IV duty mark and Chester and Newcastle never even got around to replacing George III with George IV!
