1851? Pierced Edinburgh Ladle

I am looking for information about the maker of the ladle this mark is on and verification of the year. Thank You in advance.

This maker is not identified by the Edinburgh Incorporation of Goldsmiths. I have seen the mark with hallmark dates of 1840 to 1854. The Incorporation shows what appears to be an identical TC mark as "unidentified" with a date of 1874; their illustration is taken from a Registration Plate in use from 1864 to 1889.
