Maker's mark for 1791 Scottish wine coaster

I have a pair of Scottish silver wine coasters that I believe have 1791 Edinburgh hallmarks of Castle, Thistle, L, King's head (identified using the Online Encyclopedia of Silver Marks, Hallmarks & Maker's Marks, which is great).

However, I am having difficulty with the maker's mark. This is 2 letters, the second of which is clearly H. The first letter is indistinct, possibly E, F, P, R? I have posted photos of 1 of the coasters and the marks from both coasters. The family that the coasters originally belonged to came from Dundee. Can anyone help identify the maker's mark for me, please?

One possibility is Fras. Howden. Mark entered in 1781 and was still being used in 1821. He is the main suspect after a brief perusal of Jacksons 3rd ed.

Thanks for your assistance, Waylander. It doesn't look like anyone wants to disagree with your suggestion of Francis Howden. I only had access to Jackson's Pocket Edition, and he wasn't listed there.
