Agree that this sterling mark was used by Francis Howard. Founded in 1870, became Ltd. in 1923.

The idea for the circle mark might come from their silverplate trademark.

Hello Miles,

I have woked in various aspects of the silver trade, both antique and new, for around 30 years. Francis Howard was a company from whom we regulary purchased pieces for retail. Their range was largely domestic pieces such as your wine lable. I am not sure whether they are still in business, but an internet search should answer that.
