Unusual hallmark

Hi everyone
I have just acquired a new piece of silver which I think is a letter opener.
It has a full set of normal hallmarks for C J Vander of Sheffield. There is no mystery with those but then it looks like a part of another set on the reverse side.
It has the Sheffield rose and sterling lion but also has a hallmark that looks like it is a person on a horse with a flag which I have never seen before.
Has anyone else come across this mark? Could it be a homemade mark?

That looks like the Agnus Dei, the Lamb of God, but I don't know why it is included in a Vander's hallmark.
