I really can't figure this one out. Possibly Rufus Greene, early American? Please help anyone out there.

Hi and welcome to the forum.

The hallmark is a Sheffield mark with the date letter / crown combination mark used on smaller objects between 1780 and 1853. C with an upright crown over it is the assay year 1811/12 and RG is Robert Gainsford.

Thank you sir! So this does mean it is sterling?

Yes it is sterling - that is what the British hallmarking system guarantees.
