Well, it was made in 1942 Sheffield; I don't know the maker I'm afraid.
As to the type of spoon, I've never seen anything quite like it. I'm tempted to say the design is based on a mid-17th century style called puritan spoons (pictured below) but the way it narrows towards the end and the strange markings dissuade me.
These markings could be for decoration, but that's hard to believe!
Try measuring the spaces between the lines; if they're 16th of an inch markings then the spoon could well be used for measuring.
