Cow with Very Confusing Hallmarks-Help!?

I just acquired this great dish with a sterling lid. I was told it is a butter pat dish. The sterling lid features a cow on top with the following hallmarks:
TB&S, a lion passant, a monarch in profile, and a crown and the #1 in a rectangle.

I think it is British, but the absence of a date letter and the addition of that #1 has me confused. Could these be American marks?

I deeply appreciate any and all help. Thank you!

Sheffield 1833/1834 - the 1 is actually an "l".

The likely maker is Thomas Bradbury & Son who at that time traded from: Arundel Street, Sheffield.

Are there matching marks on the lid itself and the bowl below?

The bowl underneath is frosted glass so it certainly is not original to the lid. The lid itself is not marked, just the base of the cow. The cow and the lid appear to be one piece, yet there is a screw and a nut inside the top of the lid.

Were the lid original to the finial, the lid would also be hallmarked. I've seen the cow finial many times, always removeable and as the finial to larger covered serving dishes.
