I found similar marks on some of my other sugar tong, and on my grandfather's Omega pocket watch.I was just curious to find out what it was!

Hi Alain,

Marks such as that on the insides of watches are often indicators of previous repairs.

This mark is reminisent of Pawnbrokers marks, I have a Silver Pocket watch and the amount of minute entries in it are not repairs its from when the watch was taken to "Uncle" for a few bob, by the way I worked at Cooper Brothers in the seventies.
