phot frame - help with odd town mark please

I wonder if anyone can throw light on the following mark: the lion and date mark seem fine but the town mark is a disc, would this be a faulty stamp or a pseudo set of marks; the maker is HS.

A bit more research seems to indicate that the makers/sponsors mark is actually for Harrods' so unlikely to be psuedo, I wonder if it's a leopards head which has "gone wrong".
