Is this a Sheffield mark?

I'm having difficulty working out the city in this hallmark, and hence the maker and date. I think it has a duty mark for Queen Victoria? Any help would be much appreciated.

Thanks very much Trev. I did wonder if it was Exeter, but the shape of the surround didn't seem quite right (i.e. the little nick bit at the bottom). I'm guessing that's not important.

The marks are correct for that period.
