I would agree with Nigel that the Lion Passant is probably a provincial mark and very likely to be Exeter, especially as that tri-cuspid George looks very much like other examples I seen used in Exeter after 1797.
Oliver Lang of Plymouth Dock , active around 1799 to 1828 according Jackson, is a possibility for the maker. Well, the initials fit and "O" is not common as a first name !
