flower mark on a spoon

Maker is John Millward BANKS, a Birmingham Goldsmith and Jeweller who had items marked at Chester. This was quite common as a Birmingham mark carried a slight stigma of poor quality, so often makers or retailers had their wares assayed at Chester which was supposedly better.
From the fact that one of his earliest Chester mark was registered by Pope and Phelps , another firm of Birmingham Jewelers I suspect that he was not a maker , but merely bought from other makers and had his own mark put on .

I do not know about the flower, which I think is probably a logo of some sort -perhaps a pun on Banks
