Silver figural spoon III

Another figural spoon: the mark on this one is quite worn, but I've played around with the photo and highlighted it as best I can. Any information would be very much appreciated. Also, the figure on top is holding what could be a rifle, what are the objects by his sides? I'll post a close-up if needed.

Judging by the mark's background texture, it looks as if the mark were cast with the piece.
