Not Dutch as such, but made in Brussels, 18th century, Brussels town marks; Lion rampant and the head of St. Michiel. Maker’s mark GVE for: Guillielmus van Eesbeeck(?-1761), active in Brussels . At the moment I have no access to my files/library will get back to you next week. Most likely a sweet candy dish or bonbon dish.
Your last image shows the zig zag marks done by the assayer to check the silver content or silver standard
