Looking for Help to identify 19th century Dutch Silver Spoon

This spoon has been in my family for generations and I'm looking for help to find out more about it. My grandmother thought it was a sugar spoon. There are 4 markings total on the spoon, there is one in the front of the bowl of the spoon, which seems like an unusual placement from my layman's research. It appears to be a B which resembles the 1836 mark, but I'm not certain. Unfortunately the handle of the spoon was obviously damaged and repaired at one point, so two of the markings on the back of the handle are very difficult to identify. The visible marking on the back of the handle appears to be a 10 or an IO, which could be the makers mark? I couldn't find an IO Dutch maker's mark. The other two marks could be the lion's passant mark and the minerva head just based on the shape outline? But it's impossible to tell the fineness or the city of origin even if those are the marks. Any help would be greatly appreciated! Thank you.

Hi John, welcome to the forum.
Silver sugar scoop, date letter a for 1860.

Maker's mark could be IB above I0 for: Joseph Wilem Bockmeulen, registered in the city of 's-Hertogenbosch from 1837-1868.
But like you wrote the marks are not clear. The standardmark lion passant above 2 for; 833/000 fineness.
