Silver commemorative spoon.
In Roman mythology, Clementia with sceptre and sometimes seen leaning on a pillar, was the goddess of forgiveness and mercy; she represented the divine qualities of forgiveness, mercy, humanity, and forbearance.
Margarites , Greek for daisy , meaning pearl. The daisy is a symbol of love and innocence, protection and truth. The daisy stands for happiness .The flower also symbolizes child of light; you're the light of my life. The ram’s head could symbolize Christianity. A silver commemorative spoon perhaps to remember a little girl born 1885, possibly named Clementine and/or Margriet, died in 1887.

To me it appears to be 10 above R in a square cartouche, the maker’s mark for; S.T. Reitsma Jr, registered in the cities of Heerenveen and Sneek from 1859-/1892. Would like to see the date letter for confirmation, the date letter, a small one, might be 'hidden' in the decoration
