Can anyone help identify the maker of these silver tongs? Date mark indicates 1823. Thanks in advance for your help!

The maker's mark appears to be ; 1+9 above PD for: Pieter Delvendiep, registered in Amsterdam during 1822/1830

Lion Passant above 2 ;the Dutch 2nd standard mark for silver 833/1000 fineness, mark used 1814-1953
