Silver unidentified utensil marked 835

So I'm hoping I'm in the right country... if not; then mods please move me but I actually have no idea where this is from. I vaguely remember .835 being Russian but perhaps not.

The fork "half" of the item is just marked with that stylized "V" but not .835

Anyone know what this is, and were or who made it?
