Fish Spoon & Ladel Unknown Maker

Can anyone help me with the maker of these pieces and the Assay offices please?

The first one is a fish spoon with the following marks:
FB 130 inside a bow tie
FB above a star (the star is connected to the B) inside a square
Lion Passant
Minerva (with E in her helmet)
Q

The second one is a ladle with the following marks:
FB 130 inside a bow tie
FB above a star (the star is connected to the B) inside a square
Lion Passant
Minerva (with F in her helmet)
R

I know the loin is .833 purity, Q is 1926 & R is 1927. I don't know the maker or the Assay offices of "E" & "F".

Any assistance with this is greatly appreciated.

Hi Elimiz,
FB above * for A.J.W. Bouwman (Firma Frans Brugsma), city of Groningen, date 1924-1932.
Regional Assay Office letter E=Groningen and F is for Leeuwarden.
I believe the FB 130 in a bow tie could be for the same maker. Perhaps an unregistered mark but I am not sure.
