Is this Dutch Hallmarks? K for 1920? But who is the maker?

Hi,

Yes those are Dutch hallmarks, for export. The maker's mark is not among them, it should be somewhere else.
If the letter in the Minerva helmet is an M, then it is made in Schoonhpoven.
1920 is correct.
