dutch hallmark on hasp & clasp

Believe that is an 18th century town mark for Utrecht, but it usually has a crowned top, let's see if anyone can confirm it.

Here's a picture of the town mark of Utrecht, date letter Y and a master's mark IS (Jan Straatman, middle of the 18th century).
