Birmingham 1953, sorry I do not know the maker but I'm sure someone will.

Hello Stillpipin-

Looks like F. Narborough, the dates don't seem to match but the mark sure seems to.

I can confirm F Narborough as the maker - the cartouche is the right shape. The date letter "D" is also right for 1953 as the cartouche is again right with it being more or less square with" { "shape on the top and base.
