Maker's mark obscure

The mark looks like Birmingham 1938 to me. I can't make out the maker's mark, and I don't know of an ICI.

Could you post a close-up of the maker's mark?

The letters of the mark are ;
A P & Co
...in stylised form.

The ICI on the front of the spoon has the 'C' clasped in the standing
lion's paws.

Hi,
Agree with Miles, Birmingham 1938. I think this could possibly be an early trade mark for I.C.I. (Imperial Chemical Industries) they were founded in 1926,
