Small candle holders

I have two small (11cm) candle holders - both a bit battered

The hallmark is almost completely gone on one but just visible on the other.

It looks to me like an anchor for Birmingham but I'm not sure which year the S refers to. Can anyone help?

The S is a date letter that I read as Birmingham, 1917.

The WA makers mark might be William Aitken. Can't see it very well, so I'm not sure.

Yes, I agree with Pat, it is always difficult to differientate between the s for 1917 and the S for 1942 they are so similar in all respects as are the lion passants and anchors and outlines of these two sequences, but the mark does seem to be that of William Aitken so it looks like its 1917,
