Birmingham (?) 1900 (?) cream and sugar- maker?

I have never bought any silver previously, but found this set so appealing I purchased it.

If I am correct it's sterling, from Birmingham, made 1900. It has a gold wash inside.

Please let me know if the photos aren't good enough. I've never had any silver to photograph before!

Questions:
1) Am I correct about the date, place mark?
2) The maker's mark- the impressions aren't that great but I think the lettering is "RC & CO" or "BC & CO". Anyone?
3) It embarrasses me to ask but would you consider this to be Art Nouveau?

Yes the date mark does appear to be as you said 1900, l am afraid l am no help with the makers, as for the style, well to me l would say it is a "Classic Style" but some one else might see it different

The makers mark is that of "Bayliss Coulthard & Co"
