Thought it was going to be celluloid, but maybe authentic carved ivory. No smith match for "TL" this late? TIA

The date letter does look like it could be that contorted "O" for 1837, but then the Monarch would be all wrong. And this head is very close to another in Chinese Export that is dated circa 1830 (in a set of psuedo Birminghams).

It is the 1837 "O" with TL for Thomas Lawrence. No problem with the duty mark as Birmingham didn't start using Victoria's head until 1840, 3 years after she came to the throne. The reason for the lateness was, as I understand it, that the duty mark was part of hallmarking law and when Parliament passed a new Act prescribing the change they only legislated for London, completely ignoring the provincial assay offices.
