Swagger Stick/ Sword Stick - Help, Please

Have an awesome swordstick or "Swagger Stick". Was told it was from WWI, 1900 or 1901. Believe it is from Birmingham, as it has "b, anchor and lion" on it. Cap is marked with W and C. There are initials located before the "B" that are M&D, can't find any information on those. Help, please.[IMG_6724 (2)][IMG_6725 (4)] I hope the pictures show up

It looks like everyone is drawing blanks on this one.

Can you capture a sharper image of the marks?

Possibly Mills & Co, but as Trev says it would be helpful if there were a sharper image.
