Birmingham anchor, but cartouche, date letter don't match

I have a tiny salt spoon that I thought was British sterling silver made in Birmingham, but the shape of the cartouche doesn't match any shown in the Birmingham section of the site and the date letter doesn't match any either. I couldn't find anything similar under any of the other country sections. The maker is C&C. I've included an eraser for size comparison. I would appreciate any information on age and origin.

The date letter is a close match to that for 1991. Don't know who the maker is, though.

I believe the cartouche shape is from the 60's and the spoon is probably around 1967...strange that the 'R' seems more like the nineties one. Best wishes, Mike.

Good point Mike. The date letter seems to be a combination of the 1991 letter and the 1967 cartouche.....strange
