silver scoop/manicure item help please

Can anyone help please. Firstly what is this item and secondly what date/manufacturer do you think it is please. I can't tell if the U is 1909 and can't find manufacturer with what appears to be G and co

The date appears to be 1919 (photo not all that clear) and it was assayed in Birmingham and the maker was C Griffiths and co.
As for what the item is, l cannot seem to open the picture, is it an letter opener ? no doubt someone on this site will know

I did wonder that but my daughter thought it may be some kind of measuring spoon from pharmacies
