Birmingham sterling marks

I have this sterling and enamel spoon with British marks for Birmingham. I think the date is either 1974 or 1924. Can anyone help? Also, what are the marks on the left side for? And does anyone recognize the maker? Thanks!

Hi Adam,

I read that as 1974.

The marks on the left are Irish import marks.

I can't make out the maker's mark. What does it say?

Thanks! I, too, think that 1974 makes sense and Irish import marks definitely make sense! I think the initials may be W M & R.
