Noggin Maker H.B.J.&Co

Does anyone know the maker of this poor quality whisky noggin? It was made in Birmingham in 1910.

By the way, are these items for the whisky itself or for water to put in the whisky?

I've seen this mark on a couple of other noggins; perhaps a specialist in the field.

Out of interest, the pair we have were described as Condiment Jars, have also seen them listed as Whisky Measure.
