Help with Makers mark Birmingham 1901, please

This tiny little vase has the hallmarks for Birmingham ~ 1901
Maker: W.J.H
This vase is only 3 1/4" or 8.2cm tall and the base is weighted, possibly with lead.
Would it have been for violets?

Hello.

That WJH mark was used by William James Holmes of Birmingham.
He also had his mark entered at Chester.
