Help to Identify a spoon

I have this spoon which i think was made in Birmingham in 1856 if I have read the hallmark correct, but I wonder what its was made for?

Have a look at Birmingham 1932 mark. Its a souvenier spoon

Hi,

The emblem on the finial of the spoon is that of the Womens Institute.
