unknown maker?

I bought this little cat with her kitten today, although my 1st thoughts were "oh my god it's silver!" I didn't truely believe it was. Anyways i found the hall marks and I think it dates to 1979? but I cannot find the makers mark anywhere, any help would be fantastic.

Could you tell us the letters of the maker's mark; I can't quite read it. Also, is it a London piece?

I think the hallmark is a S followed by a small m and under the m is a c.
I myself do have several miniatures (Street characters of London) by Phillips of England.
I don't exactly know of this is the silversmith of just a jeweller who sold these miniatures. They were all made in 1975-1978
