Help with Mark

The photos would need to be better before I commit myself, but the maker's mark looks like that of George Fox, who worked in the 2nd half of the 19th century and was a member of the important Fox family. It looks to be a female Duty Mark, so it would date between 1830 and 1890, which fits with Fox. I'd need a much clearer photo of the marks to confirm the maker and give you a date.
