Gratitude; The Goldsmiths. Co.UK &Assay Office London database; and I am pleased to let you know that the makers were a firm known as British Commercial Transport Company Limited. They first registered their mark in 1925. I received this answer by email in 2010 but forgot to share it with the forum.

Hi,

This may seem a little odd to some people, a transport company registering with a assay office, but it was not that unusual. Such companies of shipping and forwarding agents took advantage of their routes of communication and experience of handling high value packages to import silverware.

That was one of the possible names which I had found to go with this set of initials, but with no evidence. I have noted that the mark has been seen on imported compacts dated 1933 and 1937.
