Hello John,
A possibility is Richard Redrick (according to Grimwade): his third mark was entered as a smallworker in 1768. I've searched the internet and found a few spoons by him (marks not pictured I'm afraid) one was from 1771 so he's quite likely.
The strange thing was, I found the pieces on some very famous auction sites, one of which was Bonham's, and they all said "probably by Richard Redrick".
This confusion reminds me of a poem that was printed in one of Christie's catalogues from the 30's. I did consider these two RR makers for your piece but I've only seen their marks with a pellet in the middle.
Said Robert Rew to Richard Rugg
"R R's my mark"; but with a shrug
Said Richard Rugg to Robert Rew
"I'm R R just as much as you";
So neither yielded; both held out,
And left the question still in doubt.
