Hi,
When a piece of English silver lacks a city mark, more often than not, it is London made. With that in mind, have a look here->

The Maker of these tongs l believe is Stephen Adams ll, made in London in 1810,l have gone for Adams ll because l believe that the first time Sugar Tongs were date marked in London was 1791
lf they were by Adams 1, l think there just would of been the Duty Mark and makers mark
