Napkin rings what does the '1' indicate

Hi can anyone tell me what the '1' indicates and whether this is a genuine hallmark as it doesn't look like it follows convention to me although the Leopard head and Lion look authentic

That`s date letter ``l`` for 1906, London.

Thanks does it look like a genuine hallmark as I thought the date foillows the assay office mark or doesn't that matter? Very much appreciated.
