Need help with maker j.w

I need help to find the name of the maker to the following mark. And maby you can tell me what this thing is called and what you do with it. i think it is from 1729.

I don't think it is 1729 - there does not appear to be a duty mark, and the leopard is uncrowned. Post 1890 therefore, although the date letter is not that clear.

Thank you for your answer, you are right it is not 1729 but could it be 1829? i will try to take some new photos of the marks. Do you know who the maker is? i cant find any maker mark that looks like mine.
