Master Salts

Hello All. I believe these would be called Master Salts due to their size and weight, nearly 9 oz. total.
I saw on the great silvermakersmarks website that this maker's Name probably lost in the missing Smallworkers' Register 1739-1758.
This pair has date letter h for 1743.
My question is about the HRM on the bottom of each near the hallmarks.

The owner`s initials engraved.
Everything else would be pure speculation.
