Perfume bottle top marks

I looked through the guide and understand that this is sterling. However, I'm reading the date code as "London 1814," yet there is no duty mark. I must be interpreting something wrong. Could someone help out a newbie?

Duty mark stopped 1st May 1890. Mark is for London 1894-5.
